1. Every app published on Google Play - including apps on closed testing, open testing, or production tracks, and pre-granted or preloaded apps that update through Play - must have a completed Financial features declaration on the App content page (Policy and programs > App content) in Play Console.
2. Apps that offer NO financial features must still complete the form and certify "My app doesn't provide any financial features". Only system services and private apps are exempt.
3. Declarable features include: banking and loans (personal loan direct lender, loan facilitator, payday loans, line of credit, earned wage advances), payments and transfers (mobile payments and digital wallets, money transfer, buy now pay later), trading and funds (cryptocurrency wallet or exchange, NFT sales, stock trading, crowdfunding), and support services (credit monitoring, financial advice, insurance).
4. If your app declares personal loan features, you must specify the lenders you work with and their relationship to your business; if the app targets countries listed in the Financial Services policy, upload proof of a valid license from the relevant authority in each country or region.
5. Completion flow: App content > Financial features > Start > declare all features > Next > fill any required documentation rows > Save (or Save as draft to finish later).
6. The declaration is reviewed as part of the app review process; issues are sent to the account owner by email, in Play Console, and on the Policy status page - after the August 31, 2023 deadline, every app is required to have an accurate declaration on file.
7. Update the declaration whenever your app's financial features change - certifying features you do not offer, or omitting ones you do, is a policy violation.
