Location-gated in 2026: AdSense/AdMob can demand government-ID verification at $0 — before the first penny — so “waiting for the postal PIN” is the wrong queue. Identity unlocks the PIN mailer; burn the ~45-day ID clock while ID is still red and ads die before any PIN was ever mailed.
For years many publishers treated “no earnings yet” as a reason to ignore verification. In location-gated markets, Google’s publisher stack now asks for government photo ID (and in some flows a face/video selfie, or manual review ~2–3 business days) at $0 — before the first penny.

What changed in 2026: $0 ID ahead of the first penny
- Self-serve IDV is often 5–10 minutes; the hard clock is still ~45 days from the first verification request.
- Official sequence: identity must clear before Google mails the address PIN. If ID is unfinished, the PIN mailer does not ship — staring at the mailbox is wasted calendar.
- Client-facing wording: “Blocked with $0 earned” in an affected region is often the expected path, not an IVT permanent ban. Finish IDV first; then wait for the ~$10 PIN trigger.
Field reporting (Search Engine Watch, 2026-09-29) frames this as ID checks moving ahead of the first penny. Treat SEW as secondary; confirm against your own Payments → Verification UI and Google Help for your product (AdSense vs AdMob).
Why mixing clocks kills ads

Common failure story: publisher calendars only the PIN, burns the 45-day ID window, then blames “PIN never arrived.” Wrong queue.
Order of operations (publisher-owned account only)
- Confirm region / Payments → Verification. Is an ID task open at $0?
- Complete IDV (name on payments profile must match the government ID; unrelated uploads can suspend). Prefer self-serve; use manual review only if you refuse biometrics.
- Only after ID clear: wait for ~$10 (or local) earnings so the address PIN can generate and mail.
- Enter PIN on arrival. Do not open a second AdSense/AdMob account to “reset.”

Refuse list: no mail-forward gray tips, no “enter any PIN,” no second-account reset, no selling verification seats.
Self-check — three-threshold triage
Run this against your AdSense or AdMob Payments → Verification screen (client-owned account).
A. Which gate is red?
- ☐ ID / identity line open or overdue (including $0 / pre-earnings).
- ☐ Address / PIN line open (PIN generated, mailed, Resend available, or expired).
- ☐ Neither — balance under payout threshold only (not an ID/PIN hold).
- ☐ Screenshot saved with date (Asia/Singapore or local) for your case file.
B. If ID is red ($0 or otherwise)
- ☐ Payments profile legal name matches the government ID exactly.
- ☐ Document is a valid government photo ID for the account country.
- ☐ Biometrics path or manual-review path chosen deliberately; calendar 45 days from first request.
- ☐ No unrelated files uploaded as “ID.”
- ☐ After ID clears, stop waiting on a PIN that could not have mailed yet.
C. If address PIN is red (and ID is already green)
- ☐ Confirm ID line is green first — otherwise you are still on the wrong queue.
- ☐ Confirm earnings hit ~$10 / local address-verification threshold (PIN does not mail below it).

D. If only payout threshold
- ☐ Balance vs product threshold checked.
