2026-10-28 · Policy Insights

If you enrolled in US alternative billing or external content links, the compliance clock is not “someday” — since October 1, 2026 you must report transactions (and pay applicable Play fees), with externaltransactions within 24 hours; missing reports are a live gap, not a future policy slide.

Google’s July 22, 2026 US policy notice made that date explicit for enrolled apps. Transitional enrollment without reporting ended when the window opened. This piece is a paper audit shape you can run on your own Play Console and backend — education only, not legal advice. Re-fetch the cited Help pages before any enforcement-sensitive decision; Google may update them.

Audit interpretation: Pre–Oct 1 enrollment without reporting was transitional. From Oct 1, non-reporting for enrolled US programs is out of program compliance. Do not treat the Feb 1, 2027 download deadline as cover for skipping transaction reports.

24-hour reporting — what to send on externaltransactions

Per the outside-GPB backend guide (docs note update 2026-10-15):

Report

  • All authorized transactions outside Play Billing in supported countries under the program
  • $0 free-trial / zero-cost initial rows when required
  • New purchases, renewals, top-ups, upgrades, downgrades
  • Refunds (full/partial) via the refund endpoint, referencing the prior externalTransactionId
  • App download / install events when under external offers / ECL (zero-cost one-time + externalOfferDetails where required)
  • Only eligible user countries — else the API rejects

SLA / chain hygiene

  • Report within 24 hours of authorization
  • Persist externalTransactionToken from client → backend before alt checkout completes
  • Recurring rows reference initialExternalTransactionId; mint a new ID when the product changes or the user re-purchases after cancel/expire
  • No PII or proprietary secrets inside externalTransactionId
  • API surface: Play Developer API — externaltransactions (createexternaltransaction, refund, get)
  • Manual reporting is sunset — migrate active subscriptions with a migratedTransactionProgram zero-cost row before manual is disabled
  • Quota awareness: create/refund carry an additional 1,200 QPM class limit (per backend guide)

Console invoice / transactions / documents tabs (Alternative billing page) are the human-readable counterpart — capture them yourself; this article does not claim any third party operates Console for you.

  • Understand new vs existing install attribution for fee calculation.
  • Claim partner-program fee rows only if you are actually enrolled.

US external content links (16470497)

  • Transactions / installs within 24 hours of following an ECL link are fee-relevant (per page).
  • In-app purchase fee table mirrors new/existing logic — confirm live Console for any blank Help cells.
  • App download event fixed fees (subject to adjustment on the live page): Games $3.65 · Apps $2.85.
  • FAQ pattern: download linkout assesses a fixed install fee; subsequent purchases from that download linkout do not also take transaction service fees in the 24h window (per ECL FAQ on the same page).

Unknown / verify in your own Console: exact invoice cadence, tax line items on alt-billing invoices, and any blank cells in Help tables — capture from Settings > Alternative billing invoice tabs (14245100).

Self-check audit checklist (paper — you run it)

Run this against your enrolled apps. Owner/human operates Play Console; do not treat this as automation.

A. Eligibility / business model

  • ☐ App or game on mobile or tablet (TV / Wear / Auto / ChromeOS-only → stop; US pages specify mobile/tablet)
  • ☐ Offering alt billing / ECL to users in the United States and its territories only for the US programs
  • ☐ Selling digital content or services under program framing
  • ☐ If both alt-billing and ECL: both enrollments + requirements documented

B. Program enrollment (Console — high-level)

Alternative billing / user choice (16497028 · 14245100 · 13821247):

  • ☐ Reviewed US program requirements / ToS
  • ☐ Play Console → Settings > Alternative billing (paths also described under Manage account → Play apps settings → Monetization settings)
  • ☐ Onboarding complete (ToS, payment profile as required)
  • ☐ Per-app: Add alternative billing option
  • ☐ Selected User choice billing or Alternative billing only (not both for the same country/app at once)
  • ☐ Selected United States (and territories if listed)
  • ☐ Subscription management URL set (or N/A if no subs)
  • ☐ UCB only: payment-methods banner uploaded per image specs

External content links (if in scope) (16470497):

  • ☐ Declaration / support onboarding completed
  • ☐ External apps registered + approved before declare (if download links)
  • ☐ External apps declaration filled; External links APIs integrated before link-out

C. Correct program choice

  • ☐ In-app choice between Play Billing and developer PSP → UCB + enableUserChoiceBilling
  • ☐ In-app developer billing only → Alternative billing only + matching Console enrollment
  • ☐ Link-out to web / other store / external APK → ECL (US), not alt-billing APIs alone
  • ☐ PBL version meets UCB / alt-only minimums above

D. Reporting window health (since Oct 1)

  • ☐ externaltransactions create/refund/get wired for US eligible geos
  • ☐ Day-by-day success/error counts from 2026-10-01 → today reviewed
  • ☐ Mapping: internal order ID ↔ externalTransactionId ↔ token (redact for shareable packs)
  • ☐ Refund samples present; migration rows if any (migratedTransactionProgram)
  • ☐ No remaining active subs stuck on manual reporting past sunset

E. Disclosures / in-app UX

  • ☐ UCB: Play-rendered user choice screen via APIs (no DIY fake choice that bypasses Play)
  • ☐ Alt-only: Play information screen on first purchase after enable
  • ☐ Links for order history, subscription management, customer service / refunds
  • ☐ ECL: user informed of destination/purpose before link-out; APIs surface info screen + parental controls

F. Payments / tax (official mentions only)

  • ☐ PCI-DSS if handling card data
  • ☐ Report pre-tax and tax amounts (originalPreTaxAmount, originalTaxAmount) + userTaxAddress.regionCode
  • ☐ Play service fees paid once required (from Oct 1, 2026 for enrolled US programs)
  • ☐ Partner programs: transaction_program_code only when applicable

Common failure points (short list)

  1. In-app alt checkout without Console enrollment / API integration
  2. Enrollment done but no externaltransactions reports after Oct 1, 2026
  3. Reports >24h late, or missing renewals / refunds / $0 trials
  4. Wrong or dropped externalTransactionToken on the initial row
  5. Broken recurring chain (initialExternalTransactionId missing/wrong)
  6. SKU / product change reported as renewal instead of new purchase (or vice versa)
  7. Geo mismatch: reporting non-US or serving US alt billing outside program
  8. DIY billing-choice UI that bypasses Play’s choice/info screens
  9. Missing subscription management URL when selling subs
  10. ECL download links to unregistered external APKs
  11. Still on manual reporting / unmigrated active subs
  12. Dual-program confusion (alt-billing vs ECL) → wrong API fields (externalOfferDetails missing when required)
