Alternative Billing and User Choice Billing Programs on Google Play - User Choice Billing vs Standalone Alternative Billing, the Eligible Regions and Availability Dates, the Service Fee Tables (the 4% Reduction and the New-vs-Existing Install Fees Effective June 30, 2026), Enrollment and the 24-Hour Transaction Reporting Duty, and the Alternative Billing API Migration Deadlines

1. Two different things hide behind one phrase. Google separates "alternative billing with user choice" from "alternative billing" (standalone). The API guide (https://developer.android.com/google/play/billing/alternative) states: "Alternative billing with user choice: Your app offers an alternative billing alongside Google Play's billing system in eligible regions." versus "Alternative billing: Your app offers an alternative billing system that may include Google Play Billing (subject to program terms)." In plain terms: user choice billing always keeps Google Play Billing visible next to your own payment option; a standalone alternative billing program lets an eligible app drop Google Play Billing entirely. Which one you may use depends on your target market and the program.

2. User choice billing - 35+ countries. The program overview (https://support.google.com/googleplay/android-developer/answer/13821247) lists it as "User choice billing - Over 35 eligible countries, including the European Economic Area (EEA)", covering Australia, Brazil, Indonesia, Japan, South Africa, the United Kingdom, and the EEA (Austria, Belgium, Bulgaria, Croatia, Czech Republic, Denmark, Estonia, Finland, France, Germany, Greece, Hungary, Iceland, Ireland, Italy, Latvia, Liechtenstein, Lithuania, Luxembourg, Malta, Netherlands, Norway, Poland, Portugal, Cyprus, Romania, Slovakia, Slovenia, Spain, Sweden). App eligibility varies by region (https://support.google.com/googleplay/android-developer/answer/12570971): any app or game across any form factor in the EEA; an app or game on mobile/tablet in Japan; and a non-gaming mobile or tablet app in all other listed markets. South Korea and India each run their own user choice billing programs on the same 4%-reduced basis.

3. The headline incentive - a 4% reduction. Across the user choice billing programs: "Service fee: Reduced by 4% for transactions where users pay with an alternative billing system." Those transactions still carry a Google service fee; the alternative billing option simply earns a 4% discount versus the standard rate.

4. The billing choice program (2026). A newer program (https://support.google.com/googleplay/android-developer/answer/17161464) expands the options: "By enrolling, you can integrate your own billing system or guide users to your website for purchases using external web links... users should be given a choice between Google Play Billing and either alternative billing within the app or external web links." Market availability dates: the United Kingdom and EEA from June 30, 2026; Australia and Japan from September 30, 2026; the United States is covered by its pre-existing alternative billing and external content links programs (listed as N/A in the billing choice table).

5. The United States program. "As part of our compliance with the US District Court's order, we allow developers selling digital content or services the option of offering their users in the United States an alternative billing system, in lieu of or alongside Google Play Billing." (https://support.google.com/googleplay/android-developer/answer/16497028). Per the July 22, 2026 update on that page, enrolled developers "must report transactions and successful downloads, as well as pay the relevant Play service fee, starting October 1, 2026." The US alternative billing program covers apps and games on the mobile or tablet form factors, and it is an opt-in program - you are not forced into it.

6. The EEA standalone option. "Developers with users in the European Economic Area also have the option to offer an alternative billing system without user choice... a standalone alternative billing system without also offering Google Play's billing system." This is the one program where an eligible EEA app may omit Google Play Billing altogether; its requirements differ from the user choice pilot.

7. The fee tables (new vs existing installs from June 30, 2026). From June 30, 2026 the fee for EEA, UK and US transactions is determined by whether the transacting user's install is "new" or "existing": "New Installs: A transaction from a user whose first-time install or first update of the app from Google Play occurred on or after June 30, 2026"; earlier installs count as existing. The rate also depends on the product type and on whether you join Play Games Level Up / Apps Experience:

- Auto-renewing subscriptions: first $1M annual earnings 10%; standard 10%; Level Up/Apps Experience 10%.

- All other digital features or services - new installs: first $1M 10%; standard 20%; Level Up/Apps Experience 15%.

- All other digital features or services - existing installs: first $1M 10%; standard 25%; Level Up/Apps Experience 20%.

The first $1M of annual earnings is always 10%, and the highest rate (25%) applies only to non-subscription transactions from pre-existing installs in the EEA/UK/US.

8. The requirements you must meet. From the user choice pilot page: "Developer must be registered as a business"; only offer alternative billing systems within the app; comply with the Payment Card Industry Data Security Standard (PCI-DSS) if handling card data; provide customer support for the alternative system, including a process to dispute unauthorized transactions; pay the applicable service fees; integrate the alternative billing APIs; and notify Google in advance of intended changes to your enrollment. The billing choice program adds: you "must offer users a choice of Google Play Billing alongside with either alternative billing within the app or external web links"; offer refund methods; provide order-history and subscription-management links; follow the UX guidelines if you use your own choice screen; and meet the external web link destination rules (only your own offers, no redirects or misleading destinations, no personal data without adequate security).

9. Reporting within 24 hours. Both programs require API reporting: "Report to Google Play all authorized transactions from users in pilot markets within 24 hours using alternative billing APIs." Manual reporting has been sunset - you cannot hand-report indefinitely.

10. API migration deadlines ("manual sunset"). "Alternative billing APIs are required for offering an alternative billing system to users in any eligible market by the migration deadline." The sunset dates were: South Korea August 2, 2023; India TBA; EEA, Australia, Brazil, Indonesia, Japan, South Africa and the US March 13, 2024; and alternative-billing-only in the EEA March 13, 2024. Any manual reporting flow had to be migrated to the APIs by those dates.

11. Enrollment path. Every program onboards the same way: open Play Console and go to the Alternative billing page (Settings > Alternative billing) - or Settings > Billing choice for the billing choice program - accept the applicable Terms of Service and set up a payment profile; then opt in or out per app, upload payment method logos, and provide subscription management URLs. An email from Google Play confirms onboarding is complete.

12. Practical checklist for a monetizing developer. (1) Decide which market you are targeting first - the program, the eligibility and the effective date all key off the region. (2) In the EEA you may choose the standalone alternative billing program; elsewhere user choice billing keeps Google Play Billing visible and earns the 4% reduction. (3) Integrate the alternative billing APIs (Play Billing Library 5.2 or higher for user choice); manual reporting is gone. (4) Model the new-vs-existing install fee tables - subscriptions sit at 10% across the board, while non-subscription transactions can reach 20-25% depending on install age and program membership. (5) Report every authorized transaction within 24 hours. (6) Never remove Google Play Billing where a program requires it to stay available. (7) For external web links, use only destinations you own and disclose them before linking out.
