Closed Testing Requirements for New Developer Accounts

1. New personal developer accounts created after November 13, 2023, must complete a closed testing track with a minimum of 20 testers for at least 14 consecutive days before applying for production access; 2. Testers must be opted into testing via Google Groups or internal testing track before the testing period begins; 3. The 14-day countdown starts only after the app is published to closed testing and at least 20 testers have installed the app; 4. Apps published during closed testing must meet all Google Play policy requirements, including the Data Safety section; 5. After completing closed testing, developers can apply for 'Production Access' via Play Console → Publishing → Production Access; 6. Organizations with a DUNS-verified organization account may be exempt from this requirement; 7. Key pitfalls: testers who opt out during the 14-day period reset your tester count — maintain at least 22-25 testers as a buffer; 8. Once granted production access, the developer can publish directly to production without closed testing for that account.
