1. Play Points enrollment covers games. Enrollment in the Google Play Points program is available to all games; promotions are configured in Play Console under Monetize with Play > Products > Play Points (https://support.google.com/googleplay/android-developer/answer/10366692).
2. Two prerequisites trip people up. The developer account owner must accept the Google Play Points Terms of Service - once per developer account - and the person managing promotions needs the "Manage store presence" permission.
3. Hard limits. There can be only one submitted-or-live Play Points promotion per product and country, and up to 10 offers (coupons or product promotions) per country at a time - exceed the cap and you simply cannot create more offers.
4. Product promotions are gated. One-time product promotions go through review and approval, and Play Points product promotions are available only for games that meet Google's eligibility criteria for premium growth tools. Play Points-exclusive promotions make your app eligible for more Google-funded promotions.
5. Promo code mechanics (https://support.google.com/googleplay/android-developer/answer/6321495): one-time use codes are auto-generated, single-use, and redeemable in Google Play or in-app; custom codes are defined by you, multi-use up to a limit you set, redeemable in-app only, available for subscriptions only, and only for users who have never subscribed before.
6. Subscription codes replace, not stack. A subscription promo code grants a free trial of between 3 and 90 days, and it replaces any existing free trial or offer on the backwards-compatible base plan used for the code.
7. Compliance boundaries. Promo codes cannot be used for inactive products; only active buy purchase options can be used for one-time product promotions; paid apps need the paid-app setup step. Offer terms must be explicit and reviewable without the user taking any additional action (Subscriptions Policy), and promotions must not be used to work around Google Play Billing rules or to artificially inflate ranking.
8. Action items. Audit running campaigns for expiry dates and per-country offer counts, keep in-app disclosure of promotional terms, and confirm eligibility (games only for Play Points) before building a launch plan around promotions.
