VPN must be the app's core functionality - using VpnService for ad injection, data collection without consent, or traffic redirection is a policy violation. 4. Prominent disclosure and explicit user consent are required before establishing the VPN connection. 5. If your app does not genuinely need VpnService, remove it from all active artifacts and release tracks to avoid enforcement.
