Google's Android developer verification requirement crossed from announcement to enforcement on September 30, 2026: in Brazil, Indonesia, Singapore and Thailand, apps from unverified developers can no longer be installed or updated through seven participating app stores, with a global rollout planned for 2027.

What happened

Google has been phasing identity verification into all Play developer accounts since September 2023, each account with its own deadline visible in Play Console. The September 30, 2026 milestone is different: it is the first enforcement of Android-level developer verification beyond the Play Store itself. On certified devices running Android 8 and up — with the com.google.android.verifier system service pushed to devices — installs and updates of apps from unverified developers through the seven participating stores are now blocked in the four launch countries.

Users who still want such an app must complete an "advanced flow": enable developer options, confirm nobody is guiding them, restart the phone, wait 24 hours, then authenticate with fingerprint, face or PIN — after which they can allow the install for 7 days or permanently. ADB installs are exempt from the waiting period. Separately, Google says 99% of Play apps were auto-registered; the remaining roughly 1% — mostly unmaintained apps on legacy accounts — face global removal from Google Play if the package name is not registered in Console.

Who's affected

Developers distributing outside Google Play in the four launch countries — third-party stores and direct APK downloads — now need a verified developer identity, or every install puts their users through a 24-hour wall. Play-only developers are largely unaffected if their package names were registered, but the unregistered ~1% faces global removal — a bigger risk than the four-country install block. Google has also opened a "Limited Distribution" account for testing: no $25 fee and no government ID, capped at 20 device installs.
