When TikTok money stops moving, the reason is usually one of three: a failed payment method on the ad side, a suspected-violation freeze on the creator side, or a risk-flagged commission hold on the Shop side. The official terms give TikTok broad, unilateral hold powers — but they also define the appeal doors and the deadlines that decide whether frozen money comes back.
What happened
On advertising, the rule is blunt: if a payment is refunded, rejected or insufficient, TikTok may stop running campaigns or refuse new ones, and payment methods must be TikTok-designated and valid (Promote Terms §9.3.1). On Creator Rewards, TikTok pays through PayPal (Hyperwallet), calculated monthly and paid around the 15th once the $50 minimum is met — and it reserves the right to deduct, deny, delay or revoke rewards for missing information, unverified payout accounts, legal or security reasons, violations, or dishonestly obtained rewards. During suspected-violation investigations, TikTok may refuse or suspend all or part of Rewards features without prior notice (§6). LIVE diamonds face proportional clawbacks where TikTok reasonably believes heat was affected by violations. On TikTok Shop, extra security checks can stretch commission settlement from 15 days after delivery to 31; creators engaged in deceptive, abusive, fraudulent or illegal activity face permanent commission withholding; frozen commissions must be appealed within 30 calendar days of enforcement or risk forfeiture. And the clause framing every ad-side money case: Promote Terms state balances may be forfeited to TikTok in its reasonable discretion upon a terms violation (§9.2.4) — while suspended Ads Manager pre-deposits have no published refund rule at all (voluntary closure is the only documented refund path: within 60 calendar days, non-suspended accounts only).
Who's affected
Creators with earnings in flight during a policy review; Shop sellers and creators whose commissions get risk-flagged (frozen payouts under vague "risky behavior" labels have been widely reported); advertisers whose payment methods fail mid-campaign. Anyone with a suspended ad account holding prepaid balance is in the worst-documented position — no official refund rule exists for that scenario.

- Creator Rewards holds: get the Preferred Account verified in your legal name before earnings accrue. During an investigation TikTok owes you no advance notice, so documentation beats argument.
- Ad-side: treat payment-method failures as the cheap problem (fix and resume) and policy suspensions as the expensive one (180-day appeal window, 2-business-day ticket reply). Never confuse the two.
